Michael Clark, Ph.D
: Director
Mike has worked in education for the last 27 years first as
a high school teacher and then as a college teacher and administrator.
He earned his Masters Degree in 1985 and became the WWCC Outreach
Coordinator in 1990. The Outreach became a BOCES in 1997 and
Mike became its first Executive Director. Mike earned his Doctorate
from the University of Wyoming in Adult Education in 2001. In
2007 Mike recieved the prestigious "Award
of Excellence", from the Mountain Plains Adult Education
Association at their 8 State Conference in Couer D Alene, Idaho.
This is the highest award given in Adult Education in the State
of Wyoming. Mike also recieved the Distinquished Service Award from the Wyoming
Lifelong Learnig Association
A strong proponent of lifelong learning Mike continues to speak,
and publish articles and book reviews. The latest being a chapter
on the Owenite Community of New Harmony for the Encyclopedia
of American Social Movements. Mike presented research on the
role of newspapers in promoting community core values at the
2002 Mountain Plains Adult Education Conference and presided
over a seminar of "Issues Facing BOCES in Wyoming",
at the Wyoming School Boards Association Conference in the Fall
of 2003. Most recently, Mike presented a program on "Residential
Learning Programs in Yellowstone", at the MPAEA Conference
in Bozeman, Spring 2004.
Mike continues to be involved in Program Planning. He has been
the committee chair for the Oyster Ridge Music Festival for the
last eight years as the festival has grown into the largest FREE
festival in Wyoming and the biggest annual event in Kemmerer.
The ORMF festival was honored recently to receive the 2005 Governor's
Art Award, only the second festival to be so honored in the Awards
25 year history. Mike recently was the chair of the conference
committee planning the 2005 Mountain Plains Adult Education Association
Conference in Jackson, Wyoming. That Conference featured speakers
Cheryl Keenan from the US Department of Education and William
Draves from the LERN Organization.
Mike also continues to teach. He teaches Photography and Art
Classes for Western Wyoming Community College and teaches three
on-line graduate level courses in Adult Education for the University
of Wyoming.
A member of Rotary since 1994, Mike also sits on the Board of
directors for the Wyoming Government Investment Fund and the
Wyoming Lifelong Learning Association. He is also the current
president of the Association of Cooperative Educational Services
and one of two board members from Wyoming on the Mountain Plains
Adult Education Association Board.

Heidi is the new BOCES Director and she is currently hiring
for her old position as Assistant Director.

Heidi Lively, MA:
Assistant Director/Program Coordinator
Heidi is responsible for all credit and non-credit programs
for the BOCES. Currently this includes overseeing degree programs
for Western Wyoming Community College and acting as a liason
for University of Wyoming degree programs. She is also responsible
for Student Services, Financial Aid, Academic Advising, Student
Accessments and GED Testing. Heidi serves on the Oyster Ridge
Music Festival Coordinating Committee and this award winning
Festival is one of many Community Enrichment events she is involved
in bringing to Kemmerer. Heidi is a lifelong resident of this
community and is dedicated to continuing to provide the kind
top notch educational opportunities that were available to her
as she grew up here. Heidi has just completed a Masters Degree
in Adult Education from the University of Wyoming.

Julie Robinson,
AA:
Program Assistant
Julie is the Program Assistant for the Kemmerer Outreach.
She was raised as a South Dakota native and has resided in Kemmerer
for 12 years as of September 2005. Julie has her Associates Degree
from Western Wyoming College. As the mother of four boys, and
wife to a local Dentist, she finds life very hectic and adventuresome.
They love being in Kemmerer and are very active in the Community.
Julie states "I love working with the community in pursuing
their education and it makes me proud of each of their accomplishments
as they make one step closer to their goal." She would be
happy to help anyone on their way to a great adventure on their
Educational voyage.
